The following example might be overkill with the Size expression in there, but I literally had this in VS Code right now so I just pasted what I was working with. You didn't specify what you want the sort order to be, but whatever it is, just use the `Sort-Object` cmdlet on it. I have seen identical servers built from identical AWS CloudFormation templates dump their disks in different orders if you don't specify otherwise. This is important - never rely on any system to sort output unless you tell it to. The order of the volumes displayed by your two example command sequences will be indeterminate (that is, it could be anything) because you have not specified a sort order anywhere. Cant hurt.Your question is a little old, but in case you never solved it, or if anyone comes here looking for the answer to your question, let me give some info here. The disk numbering is based on the boot order of the drives.

The reason why I suggest this is because years ago when sata first came out along with IDE sata would take priority over IDE when booting, and you had to install the OS on an IDE without at sata connected, and then you had to do it one drive at a time so the boot order wouldn't change nor the disk order (eg: 0,1,2). you cant change the number since its given when windows detects it, all you can change is the letter. Now one last thing you can try if this is a new system and you dont mind reinstalling, and if the m.2 is your primary OS drive, I would disconnect both sata and only have the m.2 in and install the os, after its installed and you check disk management and see if its in position disk 0, if it is, then shutdown the system and plug one ssd drive in and boot up, if everything looks good, shutdown the system and plug in the last ssd and boot up, if after plugging in the first ssd doesnt work, then you have no normal chance of making it work. If it did, then most likely your not going to be able to change it. If its disk 0 then turn off the computer, plug in the first sata drive, boot up the system, see if the order has changed. Check disk management to see what disk # it is. Unplug the sata drives, so only the m.2 is in place, boot into windows. But try this, its long shot but it might work. Sata Ports take priority believe it or not.
